Privacy floor (n ≥ 5)
The privacy floor is the rule that no figure is reported for a group of fewer than five people. Below five, a "cohort average" is a readout of an identifiable person, so the value is withheld entirely rather than shown with a caveat.
Also called: n>=5, cohort minimum.
How it is measured
Enforced in the database queries that produce every aggregate, not in the interface that displays them. The floor masks rather than annotates: values are nulled and lists emptied, and the size of a withheld group is not disclosed either, because that figure is itself the thing being protected.
What Privacy floor (n ≥ 5) is not
Not a display preference, and not something a sponsor can switch off. Response counts are still shown, because knowing that three of forty people have responded is necessary to chase the other thirty-seven and reveals nothing about anyone’s answers.
